Participation in the Federal Surplus Property Program is available to eligible state and public agencies, qualifying nonprofit organizations, certain businesses made eligible through the U.S. Small Business Administration, and eligible Veteran Service Organizations that have registered with the program.
Certain schools and national organizations, including Boy Scouts of America and Girl Scouts of the USA, are eligible to receive donations of Department of Defense surplus property.

Eligibility must be renewed every three (3) years or when the eligibility application authorizing signee is no longer a member of the organization’s governing body.
